A Perth judge has slammed Dome Cafe’s serial flashing lights and told him to stay home if he can’t stop

Twelve days later the lorry driver was at the Dome Cafe in Byford, where he was sitting at a table next to three girls, aged 15 and 16, wearing school uniforms.

The court heard CCTV footage showed Ali moving two chairs so the girls could see his genitals, which he showed to them.

Crime story

May 1998 – Convicted of indecent acts. Sentenced to imprisonment for a period of time.

Since April 9, 2013 and January 10, 2017 – 22 offenses were committed involving 12 victims11 x indecent treatment of a child under 13 years of age2 x indecent treatment of a child over 13 years of age and under 16 years of age, 9 x committing acts with intent to offend or offend.

February 23, 2016 – Committed an obscene act with the intent to offend or offend.

August 12, 2016 – Convicted in connection with the February incident.

Becomes a reportable offender.

Between August 26, 2016 and January 9, 2017 – Violated his obligations to prosecute the offense nine times.

May 8, 2018 – Sentenced to 4 years in prison.

June 1, 2019 – Committed an obscene act with the intent to offend or offend. During pre-trial detention he was exposed to a visitor to Karnup Prison.

March 9, 2023 – Commits an obscene act in public. Exposed himself to a 19-year-old woman in the Dome Cannington cafe.

March 21, 2023 – Performs obscene acts in public. Reveals to three girls, aged 15 and 16, at the Dome Cafe in Byford.

October 17, 2024 – Sentenced to 12 months in prison.

Sentencing Ali on three charges of committing an indecent act with intent to offend or offend on Thursday, Judge Carmel Barbagallo told the father-of-one his behavior was “disgusting” and “disgraceful.”

“You have to understand that no one wants to see your genitals,” she told him.

“Nobody wants to see your penis. Nobody wants to see your testicles. Understand this. Nobody wants to go to a cafe, restaurant, prison visitor center or the Dome Cafe in Byford to see your penis and genitals. Nobody.

“These three children, these young people, they don’t want to see them. Nobody. No child, no woman, no man, no one. Your behavior is disgusting. It’s a shame. You must understand that this behavior needs to stop, and it needs to stop now. You can do this. If you feel the need to have your genitals admired, do it at home.

“While you’re away, keep them in your pants. So the next time you step out of your car, truck, or other vehicle and into a coffee shop or restaurant, you need to keep your genitals where they belong: in your pants. Do you understand me? If you can’t keep your genitals in your pants, stay home.”

The court heard Ali had been diagnosed with exhibitionistic disorder as well as narcissistic personality disorder and although he tried to blame his crime on the breakdown of his marriage in early 2023, Barbagallo was not convinced.

She told Ali’s lawyer Shash Nigam that the psychological report said Ali exposed himself to women and children because he enjoyed it and that he showed no remorse or empathy for his victims.

“It’s terrible for these girls,” she said.

“This guy sticks his penis out in front of them in the middle of the day.”

She sentenced him to 12 months’ imprisonment for each of the three offences, to be served concurrently, and made him eligible for parole.
